3 - Connect the String Lights

Connect the RGB Bulbs string to the Controller.

Insure that the connection is tight and secure.

Connect the other, open end of the Controller to the A/C plug.

Plug-in the string lights to an AC wall outlet, making sure the outlet is active.

The string will light-up, and cycle through several colors, before settling on RED.  If they are not RED, press and hold the RESET button on the Controller for 10 seconds.  The lights should turn RED.
